CONSTITUTION

THE BORDER MASTERS HOCKEY ASSOCIATION

AS AT OCTOBER 2015

1. NAME

The Association shall be called The Border Masters Hockey Association (“BMHA”).

2. AIMS AND OBJECTIVES

The objectives of BMHA shall be:

2.1       To be an associate of the Border Hockey Association (“BHA”) and affiliated to South African Masters Hockey Association (“SAMHA”) and to abide by SAMHA Constitution;

2.2       To act as a controlling body for BMHA;

2.3       To promote the interest of BMHA;

2.4       To administer the rules of hockey as adopted and advised by SAMHA;

2.5       To incorporate all interested umpires into the spirit of BMHA;

2.6       To provide a service wherever possible to hockey and the hockey community;

2.7       To participate in the SAMHA tournaments.

3. MEMBERSHIP OF BMHA

3.1       Any Male player aged 35 years and over and any Female player aged 30 years and over in age who plays hockey and is eligible to be a member of BHA may be a member of BMHA;

3.2       The committee of BMHA may, depending on the circumstances from time to time, direct that members must be registered with BMHA and BHA and pay such membership fees as the committee decides are necessary;

3.3       Players not in good standing with BHA may, in discretion of the committee or on the advice of BHA, be excluded from membership.

4. MANAGEMENT

The policy of BMHA shall be determined by the Annual General Meeting (“AGM”) of the BMHA. The overall control of the BMHA shall be carried out by the committee of BMHA.

5. COMMITTEE

5.1       The committee shall be elected at the AGM of BMHA by members of BMHA present, by means of a majority vote.

5.2       The following office bearers shall be nominated and elected annually: (a) Chairman; (b) Vice Chairman; (c) Treasurer; (d) Secretary; and (e) 3 Committee members plus a Tournament Co-Ordinator/Convenor.

5.3       If any portfolio is not filled at the A.G.M., then the Committee will elect a member to this position.

5.4       The committee shall have the right to co-opt additional members to the committee from time to time, as may be necessary, to assist with the work of the committee.

5.5       Clubs will be required to nominate delegates to attend Committee meetings.

6. RESPONSIBILITIES OF THE COMMITTEE

6.1       The committee shall be responsible for upholding and furthering the aims and objectives of BMHA;

6.2       The committee shall liaise with SAMHA and BHA, where necessary.

7. SUB-COMMITTEES

The committee shall have the power to form such sub-committees as it may deem fit and to delegate to any such sub-committee or any of the authorities which are conferred on it by this Constitution. The business of such sub-committees shall be conducted under the control of the committee.

8. ANNUAL GENERAL MEETING

8.1       BMHA shall hold an AGM every year within two months before or after the end of the hockey season;

8.2       The AGM will be chaired by the then Chairman of BMHA and if necessary the Chairman will have a casting vote regarding issues voted upon at the AGM;

8.3       All members of BMHA shall be eligible to attend the AGM and shall be eligible to vote with regard to matters dealt with at the AGM;

8.4       The election of office bearers to serve on the committee for the forthcoming year shall be done by ballot or on a show of hands, Nominations shall be proposed, seconded and lodged with the secretary prior to the commencement of the AGM;

8.5       The term of office of all office bearers shall be one (1) year. Retiring office bearers may make themselves available for re-election;

8.6       The AGM may decide from time to time to extend the term of office of office bearers for particular reason to give continuity to one or more activities of the committee;

8.7      The chairman or his nominee shall be the BMHA representative to the BHA.

9. FINANCE

The committee shall administer and control the finances of the BMHA and shall be required to submit at every AGM the financial statements in respect of the preceeding year.

10. INDEMNITY OF OFFICE BEARERS

Members of the committee or any sub-committee of BMHA are indemnified from and against all loses, charges, costs, damages and all and every other expense and liability they might incur concerning or about the execution of their duties as office bearers and none of them shall be held answerable for any act or default of one or more of them or for any deficiency or insufficiency nor shall they be liable for any loss occasioned by any bank or other person with whom monies or securities may be deposited or entrusted nor for any involuntary loss or damage which might take place in the execution of their duties or as a result thereof provided that any loss or damage is not occasioned by dishonesty or gross negligence.

11. ALTERATION TO CONSTITUTION

The Constitution may only be altered by a Resolution passed by no less than a two thirds majority of members of BMHA present at the AGM.

12. CONDUCT AND DISCIPLINE

The committee shall have the power to discipline and suspend any member whose conduct is, in terms of the committee’s opinion, not in the interest of BMHA.

13. INJURY TO PLAYERS

BMHA shall not be liable for any losses or damages whatsoever which may arise as a result of any injury or losses to players, officials or spectators sustained by participating in or as a result directly or indirectly of any matches, games, practices, meetings or activities underauspices of BMHA or sustained while representing, directly or indirectly, BMHA or in any manner whatsoever.

14. SELECTION OF TEAMS

14.1     The committee shall invite players for selection from amongst the members of BMHA as and when required to represent BMHA at such tournaments and matches as may be determined by the committee;

14.2     Criteria for invitation will be established by the committee from time to time and may include one or more of the following:

(a) Essential qualities of playing ability and sociability together with a good standard of behaviour both on and off the field;

(b) Ability to meet the financial commitments of attending tournaments;

(c) Representation at the tournament directly preceding current year;

(d) Contribution to hockey in general e.g. umpiring, coaching, playing and administration;

(e) Good sportsmanship and disciplinary record;

(f) Appropriate fitness level and playing skills;

(g) Any other special circumstances;

14.3     The selection of teams shall be made by a person or persons appointed by the committee. The committee may in their discretion have trials for one or more of all the teams of the BMHA.

15. BMHA COLOURS

The emblem of BMHA shall be as indicated on the attached annexure The playing colours of the Association ( i.e. shirts, skirts, shorts, socks, etc. ) should be Chocolate Brown, Red and White. Any changes thereto will require a two thirds majority vote of all members of BMHA present at the AGM.
